Left-Behind Places and the Challenge of Social Infrastructure

The emotional life of communities carries both intrinsic and instrumental value. Belonging and attachment embody distinctive identities and values shaped by history. These foster self-esteem, strengthen social connections, and provide resilience against existential threats. Conversely, neglect and abandonment generate grief, resentment, and distrust—conditions ripe for withdrawal and susceptibility to populist politics.

Policy Frameworks and the Role of NITI Aayog
In this context, NITI Aayog—the apex policy think tank of the Government of India—seeks to foster cooperative federalism and catalyze bottom-up economic development. Its agenda emphasizes:
Targeted attention to vulnerable sections of society that risk being excluded from economic growth.

Chaotic redevelopment: Following mill closures, large plots were sold individually to private developers. Unlike planned hubs such as Nariman Point or Bandra Kurla Complex (BKC), this led to piecemeal growth—luxury towers rising amid decaying infrastructure and insufficient open space.

Consequences: The result has been a deeply unequal and congested neighborhood, where unplanned regeneration has displaced community cohesion.

Recent corrective measures: Initiatives such as Local Area Plans (LAPs), new metro connectivity, and integrated transit hubs aim to bring coherence to the area. However, these remain layered onto a landscape shaped by decades of uncoordinated growth.

Key Recommendations
Re-centering community: Place, neighborhood, culture, stories, and memory must be embedded into policy design, as they are integral to remaking social infrastructure.
Redefining measurement: Traditional cost-benefit analysis inadequately captures intangible benefits. New methods—combining quantitative and ethnographic approaches—are required to assess the real value of social infrastructure.
Resource allocation: Greater discretion should be given to local governments to allocate resources according to community priorities.
Long-term commitment: Sustained investment, transparency, and accountability are necessary to avoid the repeated cycles of neglect and resentment that perpetuate inequality.

Commercialization: As countercultural trends gain popularity, they are frequently commodified, losing their original intent and becoming tools of consumerism.

Polarization: The internet also amplifies divisive countercultural narratives. For example, politically charged algorithms can entrench opposing ideologies, leading to societal discord and reduced constructive dialogue.

It has to be noted that Counterculture  is a continuous movement and the thought feed is never ending in the context of the everchanging environment, influencing the status quo, the ideas and beliefs


 

What is Beauty ?

Seems an esoteric concept concept when one thinks deeply to get to the layers of “what is beauty”?

I explored various versions on the web to throw some light on what one may call, the ‘experience of beauty’. It seems I did have an innate raison de etre to scope the spiritual connotation of it, driven by my peep into the experience of the “divine”. The few and far between experiences, a window to the internal world, set the roadmap to answer this question.

“A thing of beauty is a joy forever” title from John Keats poem. He says that the essence of beauty is a source of eternal peace on our mind by the mere thought of it. A thing of beauty never fades away, it will never pass into nothingness; Beauty is there to stay!

On the other end of the spectrum lies the whole plethora of advertisements that convey, eg Dove with their “body proud” stereotype, connect with a bit of superficiality to be “happy in one’s own skin” type of beauty”. Because these kind of experiences could be visual, sensorial.

Another experience which is similar to the divine experience may happen with the immersive quality of “connecting with nature”. Appreciation of a “raga” which cannot be rationalized, or even a painter who may experience that immersiveness, being one with the object, what he or she are visualizing, materializing.

Other experience as the one in the mythological drama by Kalidas, Dushyant’s feelings for Shakuntala have been described as a “baffling feeling of longing. Or even the16th century neoclassical notion of beauty based on harmony, symmetry, balance meant to induce in the spectator some semblance of serenity, in the sense of jarring, a perturbation.(because it is different, an experience not experienced by many, so unsettling)

Shulman also relates the experience with some South Indian raga, called Rasamanjri, Rasikapriya; it is bereft of the vivadi notes; discordant notes very rarely used in the raga, but by being just that has an intrinsic part to play in the “experience of the raga”. Standard conventional norms stymie our interpretation; we perceive it as dissonant music. However we have to hear with our ears and mind open to accept it as it is…a kind of a second order cognition.

Looking from my personal space it is experienced as the “sound of stillness”, an extremely peaceful innate state, pure and untethered to any external stimulus. This then does relate to what Shulman conveys is a kind of a “feeling of serenity, but a kind of disturbing and unsettling, and a juxtaposed “anxiety and uncanny effect and the inner voice that “I don’t want this to end”.

There is a longing to remain connected to the divine. This is an objectless desire (spiritually it may indicate the desire from the subconscious which has no form; just the feeling that merges with the divine). The experience we cannot describe because it is formless, and no words can describe the subtleness of the experience. For me, beauty is innate, connectedness to the “higher self” is beauty.

Mediocrity

A very interesting concept of ‘mediocrity’, belittled by most as ‘middling’, ‘not so good’, ‘average’, ‘below the mark’, etc

On thinking further and building on this idea of what mediocrity connotes..eg who is to decide what is mediocre, and what are its implications?

The fact that language plays a big role and contributes to shaping our thinking, perhaps differing by various culture and societies, ‘mediocrity’ too carries with it the ‘less superior’ or ‘subpar’ connotation. Language largely determines or shapes our thoughts and ideas.

Getting embroiled with a conversation with myself led me to evaluate mediocrity; how can we define it?

Looking at the great leaders, philosophers, scientists, psychologists, politicians et al, they stand out as ‘superior beings’ or ‘above mediocrity’ as such. So it is do with societal attitudes towards achievement, success and personal fulfilment, influencing the way ‘mediocrity’ is defined and evaluated.

Our world view is then defined by societies and is closely linked with our use of language which is carried as ‘legacy’ by each one of us, in a way delimiting us to define mediocrity in a certain manner of speaking; a realization that ‘mediocrity’ is understood in differing measures for each society.

Thus language being impactful and contributing to our world view, has to be used judiciously so as not to undermine our perspective and shape our view of the universe, people and our lives.
